So a size mod of 0 means it's exactly the same size regardless of the ship hull size?

While working with the ship editor I noticed a value for ship parts (weapons defense, etc) called size mod. What does this do?

I have this game installed on my desktop and it works fine. Today I installed it on my laptop but when I tried to run it for the first time it acted like it was starting to load but never did. The game would just stay at the black screen that normally appears for a second or less on my desktop, I tried waiting 30 mins but still nothing happened. The game didn't ever crash though or stop responding it would just get hung up in the loading process forever. My system meets all minimum requirements
