Treaties in Game Talk GalCiv2 Forums

I feel like i'm proabbly missing something very simple::: How do I make a treaty with an alien race? I want to ally with one of the races. Do I keep giving them gifts until it happens? There is no button in the treaty screen to ally. (Of course I've researched alliances already). Thanks !
