The reason the bible of christianity contradicts itself so often, is that was written over a number of centuries by various schizophrenics (prophets...just check out a insane asylum, you'll find lots of prophets), then edited umpteen-hundred times deleting and adding huge chunks, clumsily mistranslated from one language to the next dozens of times with numerous mistakes, and finally reinterpreted by each of the various flavors of christianity for their own purposes. To those who argue for the existence of deities due to the fact that there are things that are unexplainable by our current-day knowledge, how is this any different than people during the Middle Ages blaming famines and diseases on witches and spells? Those things were unexplainable by the people of that time, but it did not prove the existence of supernatural forces, any more than the unexplainable things of our time proves the existence of deities. I havent played D2 for a couple years, but a solution to one of those problems...dont play in public games. Make your own game, use a pword and collect some people to play. Yeah the infinite Baal runs were kinda ridiculous. Sentient species taste better...

Influence starbases have a local effect, not empire-wide. Yours was not producing enough influence to noticeably affect your sphere of influence. If you built one in empty space with no competing influence, you would see the effect right away. I suggest upgrading further or building more of them. You can even flip allies planets in this way.
