I also noticed that I suddenly had 0 logistics and attributed it to a recent plague event as others suggested. When I looked at my existing fleets, they would show things like 37/0 logistics, but they seemed to remain fleets. After researching the cure I got my logistics abilities back, but when I selected my fleets they were empty.
