I'm having the same problem, I purchased a copy of the Gold Edition from a retailer about 3 hours ago, finished installing it about 1 hour ago and have been trying to figure out how to create a character ever since. I can't create a character either. I have successfully created an Empire using my CD key, but the bloody thing won't recognize the same CD key to create a character. This whole process is not intuitive and I even had trouble finding a help section. I've been playing PC games for almost 3 decades now and this has to be one of the worst processes I've seen in a long time, just to keep score!
