From the top of my head I believe it's 1 year. Allowing treaties before that left the AI wide open for extreme exploit by the player... You shouldn't spend too much time trying to get a treaty: as long as you get the "it's too early" message it means you're not past the 1-year (?) mark yet. Once you've passed that, they will turn down insufficient offers using a different wording so then you'll know it's worth upping your offer.

I'd say it depends on which other wars would be going on and with whom the Thalans are siding at that point. If the Thalan coalition is too strong, we could at least help the minor races by feeding them military techs (and get some bc or tech out of that). Tolmekian: I don't think that the impact of 1 vote is an issue, on the contrary; I see it as a motivation for people to vote since their vote will have an impact :) AdmiralMaximus: indeed, this thread is being used to discuss all sorts of things; the other one is used to vote (in character) on the approach that will be taken in the game.
