I'm playing ToA v2.00.028, Gigantic Universe, Suicidal Level, 9 opponents, non-randomized intelligence as the Drath. It's around year 2229, and I noticed that the Terrans and Alterians have lots of planets, but no warships. To be more precise Alterians have none, Terrans have a few, but with no weapons. They have weapon technologies. The remaining 7 are being standardly warlike. I attacked the Terrans, conquered 2 planets, and set back and waited. Still no warshi

Just downloaded TA 1.96 update. Other than Terran, the civs don't build colony ships and expand.
