Im not playing on suicidal yet, currently on crippling, but when you are trying to colonize that many planets, and are building all factories on HW, I would move diplo techs for trade and government techs up in priority. Get the freighters out faster for more income in trade until population catches up and trade is less vital. You'd be suprised how it really helps to offset the negative cash flow you wind up with when overcolonizing. Also like Purge mentioned,

I think my problem is not so much that GalCiv is a self consciously 'funny' game (as has been pointed out humour and sci-fi go together like bacon and maple syrup) but that it is a funny game in an environment oversaturated with funny games. I personally hate RTS games. All they are is a click fest with little to no strategy involved. The only exceptions to this is the Homeworld and Total War series which were great. Turn-Based games allow you the time to run an empire without the 'Zerg' affect. When I want a fast high paced game I play the FPS or MMO's. If Gal Civ 2 was a RTS I would not be playing it. Now that I have bashed RTS. A good combo between RTS and Turn based can be found in the Total War series. This kind of game

The DL mega event is so underpowered it's laughable, I can't imagine why it would be giving you problems. Just invade and destroy them the instant they pop up, they spawn with no defenses at all. I get them about 1/2 the times I play and they are way underpowered for the tech they have. They should play like any other AI was the event is triggered. Or there should be an option that the players can adjust the power level of the DL for a game. As it stand
