There is no problem playing economy/tech game on normal , because game is still relatively easy. You only need to keep your oponents occupied ... I played as a terran going for influence victory. 9 oponents. All of them taken out by influence starbases or other civs (wars initiated mostly by my bribes ). imo Military starbases are not worth BCs they cost and time you need to put up enough cons
