I would have a planet of outcasts, ones exlied because they were themselves and have no were else to turn. They would be a good civ. because they accept peoples flaws and think that there is good in everyone like "the land of misfit toys" from Rudolph? I'm gonna start making my flagship look like a Charlie-in-a-box!
