I've been playing Civ4 for a long time and now I've started to play this game but I can't figure out for the life of me how to conduct a war! I've got a decent economy and all... So how do you get started?

I live in India, ok? And here we don't get this game anywhere and since I don't have a credit card or anything I can't even download it off the site... So what do I do now? -Sid
