I know this thread is a little old, but I found myself experiencing the same error. I tried all of the tricks mentioned above and nothing worked, but in the end I did manage to fix it. For me, what worked was unchecking Allow AI to use CPU-Intensive Algorithms on the Galaxy Setup screen. The downside, of course, is that you have to start a new game to do this. It'd be nice if this was a toggle in the game options menu. Hope this is helpful to anyone else
