ESPIONAGE PROBLEM in Game Talk GalCiv2 Forums

i might be doing something wrong but in Dark Avatar each time i attempt to place a spy on an enemy planet, within 2 or 3 turns it tells me that the agent i placed has been nullified. every attempt. is this a bug or is it something that im not doing right. someone please help.
