I encountered a couple of weird things, hopefully it's not me doing something wrong. When I select something to build on a planet it displays the build time as never unless I actually tell it to build. Another problem I had that was similar, I had a planet revolt from another race to me but it wouldn't build anything, it just said time to build, never on everything, left it a few turns and still the same, when I bought a building, it then started building.
