Thanks for the answers. It's about what I expected, however, I am surprised that having the ships in orbit has nothing to do with the calculation. I guess that the AI has way more ships than me because it places them in orbit around his planets. More ships means higher military strength.

In most of my games I am rated near the bottom for military strength and therefore, get numerous threats and even declarations of war since everybody doesn't like me because I am weak. However, once the war starts, I almost always destroy whatever ships they send out to attack me. For C++ look at Bruce Eckels "Thinking in C++" Google it. That book explains in great detail all the nuances of C++ and why to use it over C. He has a lot of "Thinking in ..." books so you might see what else is there. Other than that the list of programming how to books is too numerous to mention here.
Here are some ideas that I think would improve game play while not being too complicated to implement. 1) Part of the problem with the first part of the game is that every civ is competing for the same planets, thus the most likely civ to win the end game is the one who can get the most planets in the quickest time. What would be better is if the AI actually barttered. Say the AI will take 250 for a tech and I offer him 50. He responds with a message saying what an insult and then counters with 500. I can then either accept 500 or bump it up to 100. Again, he is offended and says he couldn't part with it for less than 400. My counter is 300 which he snaps up thinking what an idiot I am. This kind of change would not be unreasonable to implement although it would change the whole red/green text
