The PQ drop is equal to the PQ% that would have been gained by the planet had you colonized it. For instance, you get +20% PQ, so if you abandon the planet, you lose 20% PQ. However, you didn't actually gain 20% PQ, the PQ was simply increased without actually giving you usable tiles. The bug, therefore, is that when you acquire a planet by any means other than colonizing it, with a +PQ bonus, you will gain the PQ in the class, but not get any usable tiles out of it.
