This has been addressed, for now just use instant battles and you'll be fine. It should be taken care of in the next release.

I've been quietly watching the progress on this TC, and man guys I gotta say something now. I'm very impressed, I've been waiting for a game with the depth of Gal Civ, but with the Star Trek universe. Keep up the fantastic work guys, and the beta has been great so far!
