I've been using it for a couple of days now and i like the changes alot. The only slightly bad thing i can think of is that Influence seems to get boosted too much. I played a Gigantic galaxy on Normal with Good Populists and after a while i just rolled over half the galaxy (i controlled less than a quarter). After two curious "jumps" i ended up influencing 99% of the galaxy. Maybe make the AI appreciate those techs more?
I wondered, on what did you base your list? Population, GDP, military expenditures, etc? Or did you just figure these would be the ones? Finland is the current Council of the EU, presided by European Council Matti Vanhanen. Perhaps a better face would be José Barroso, head of the European Commission, the executive body of the EU (Portguese if you wondered). Koizumi and Prodi are both head of government, which seems a more realistic qualification than head of state. After all, you chose Merkel instead of Köhler too. What about Russia and India? They seem far more likely candidates to get into space than Italy
I've had an idea for something very similar in mind for a while now, though it'd be a bit different. It'd be set somewhat further into the future, races would be alliances and i'd want to add political parties/systems too. Why Austria? Why the powerless Japanese Emperor as head? And why Napolitano instead of Prodi?
