I've been playing and I see what you mean about the variation. I have found that you're correct, SrGalen. And I like the automatic upgrade option, after you're discovered a new social tech, the game will upgrade your improvements on the planets. Very useful. And having the rally points for systems or sets of planets is also a good idea for when you do a monster military buildup and do not want to set an individual rally point for each planet.

I remember that GalCiv had a social governor, something you could use to standardize the production so that you wouldn't have to select the build list everytime you colonized a planet. Does that ability exist in GalCiv2? I've gone looking for it, but have not seen it. Has anyone seen it and if so, where? And, if not, it might not be a bad idea. I found useful so that I could concentrate on the galaxy instead of micromanaging my colonies.
