Good races are particularly annoying with this, they seem to think that just because they let their people control them, killing and torturing minions is banned from the galaxy. If you don't want to attract too much attention (as well as cripple your opponents' military), you may want to pay people to start wars elsewhere. It's easier with the ones foolish enough to call you friend who aren't too powerful.
So you've lots of money... I'm sorry I didn't see the "win the game by getting 1M credits" option It's called diplomatic victory... with lots of cash pay everyone off to get to the "close" diplomatic level..
