Yes, you can edit saved games in any hex editor. Of course, it takes some trial and error to figure out where certain values are, and the offsets vary with every save, even if nothing has changed/moved inside the game itself, e.g. save the game then without moving any ships or changing any planets, save the game again; the save files will be different, even different lengths by many bytes. I have managed to figure out values for money; colony population; planet quality; planet tiles:

2570 research points per turn, with spending set to 100% and allocation set to 100% research. Although I'm not sure how the game calculated that. A research center (12 tp) on a +900% tile (10x) gives 120 tp per turn. 5 centers = 600 tp. Another 24tp from my Civ Capital. 624 tp. +100% planetary research output from the Technological Capital improvement. That should make 1248 tp. My racial research ability at that point in the game is +88%. Should be
