I understand the point that you make about it being overpowered although it does say in the improvement description about making the soldiers almost invincible. I suppose on a small galaxy it's not so much of a problem but on the immense galaxy size then it could get ridiculous. I do think it needs to be resolved one way or another though.
I have been playing with the Arceans and have noticed that when the Cathedral of Valor is built multiple times the soldiering bonus is unaffected. Is this normal, should this be happening after all the updates. Just seeking some information.

OK thanks for that. I do think however it's a strange way of describing an attack bonus in relation to the rest of the game, where it's different - (misleading).

This one is still a mystery to me. The Stella Forge for the Arceans has a Ship Quality Bonus of 25%. This matches the Ship Hit Point Bonus of 25% which it also provides. After consulting the game manual and searching through the forums as well as data files for the game I am still at a loss as to the function of the Ship Quality Bonus. Please could someone shed some light on the matter.
