sort of, it should take into account the maximum fleet size the other races have. Because if you can only make a fleet of 3 very powerfull ships (say attack 40 on each) and they can have a fleet of 12 with only avarage attack (say 25) they could kick your ass and should have a higher military rating. I don't know if it does take this into account or not.

while i don't really like the kind of cartoony feel that GalCiv2 has (while still loving the game). SE5 looks pretty heidous in terms of graphics.

you can also make peace with them for a couple turns while you get your transports over to there last planets. well i guess only if your evil and don't mind breaking your work .

won't the minor races just trade the techs you just gave them to the other races though?
