Its been years since I last used Paypal. They did something to piss me off. I suppose this is a good time to ask for my account to be closed. I haven't felt the need to do anything about it until I heard about this. I haven't used planetary governors much, but I do recall doing some tests to try to figure them out. If I recall correctly, the governors do count how many planet improvements of each type you have built. They will not build more than what is listed. If your governor has 5 advanced factories on it's build list, and you planet already has 3, then it will build no more than 2 advanced factories on that world.

When the disease mega event rolls around, I quickly consider who I want to beat up. This mega event negates all ability bonuses, like bonuses to weapons, defense, hit points, speed, logistics, and soldiering. If I recall correctly, there once was no sensor limit. It caused serious lag issues when someone tried to push the sensor range *really* high to see the whole, or most of the, map. I was wondering if Stardock was ever going to add GalCiv 2 to the list. I've just recently downloaded them all and poked at them. I'll do more tests later, but it seems that downloading the TA version will give you all 3 versions of the game (no need to download the other installers). Once upon a time, you couldn't use spies on minor civilizations. A later patch fixed that for DA and TA.
There are gaps in the tech trees. Some of them did get patched before Stardock stopped updating GalCiv 2. I don't know them all off-hand, but I do have some examples though. A good cop out is to go about buying technologies from other civilizations to get rid of their economic problems. The most important would be stock markets, but anything that provided economic bonuses that could be mass produced would help. The intent is to be able to fill your empty tiles with something other than charging stocks to make money. I'm fairly sure that GalCiv 3 will happen at some point. What I'm worried about is whether it will be Steam free or not. Given Stardock's recent trend in using Steam for their games (and nothing else), I fear that GalCiv 3 will require Steam.
