I've had this problem too, but not to that extent. Mine disappears when i'm at war with the "CPU Intensive Algorithums" Turned on. I have waited like 15 mins for it to appear until i just clicked the area where the button would be. Worked like a charm.

Keeping research from each campaign mission to the next might be a good idea, if you lengthened the research time perhaps. YES! And the 3d enviroment would be kind of odd though, maybe in say the tactical side of the matter it would work, but when moving it into the general parsec, it doesn't matter if it's at the top or the bottom

Let's say, once you reach the High Espionage level and have a certain tech, you should be able to send in a group of infiltrators to do a variety of things like: 1. Steal Orbiting Ships 2. I was just thinking, why couldn't our small, speedy ships be abe to run from those slow, mammoth ones? I've thought many times in the middle of a losing battle "God, just RUN!". All we'd need is a button on the interface that says "Flee" or " Retreat" during the Full Battles, and when it all goes south we can pull out and our ships can live at least another turn.

I use Cargo Hulls for attack sometimes, mostly when miniturization is incredibly high and mass drivers are at gravitron IV. That may only work at my difficultly but i find it fun to not have a large hulled ship and still have 5+ guns on it. Still, a YT-1300 Non-Modified Freighter (Think Mullenium Falcon w/o the guns) can still take more damage than most cargo hulled vessels here. Turbolaser

Why on earth would I wait for 90 billion people normally when I can just transport them in 1 billion per ship from a convoy of transports from the rest of my empire?
