As I think about this, while I think GalCivII is a great game, one of the problems is that these types of prerequisites are not documented anywhere. Somewhere, either in the tech descriptions or elsewhere, should be an explanation of these prerequisites. Is it there somewhere and I am just missing it?

I don't understand why I don't have starbase modules available when I move a constructor to my military starbase. I have researched up to Starbase Projection in the tech tree, at which point Missile Bloom III should be available. But that module is not available. In fact, none of the ship assist offensive modules are available? Can anyone explain? Thanks.
Interesting that you brought this up, because something seems wrong in my current game. I am playing under 1.4X, and the Iconians and Drengin both surrendered to me. However, I got no dialogue from either one. In fact, I got no notice at all. One turn they were there, and the next they were gone and I had their planets. Anyone else ever have this problem?

I understand the economy and sliders in general, but there is still something I am unsure of: What exactly does my civ pay for in terms of manufacturing points (MP)and research points (RP)? I know I pay for basic production, but what about planet tile bonuses, racial bonuses, starbases bonuses, anomaly bonuses, etc. Some simple numbers for example: I have a single factory generating 10 MP, 100% industrial capacity and 100% social production. I built too many colony ships during the initial expansion, and ran out of planets. So I upgraded the extra colony ships to constructors. What happens to the population on the colony ship when it gets upgraded?
Interesting post. Because I usually enjoy campaign modes. I tried the campaign in GalcivII but just didn't enjoy it very much. Sandbox, for me, is more enjoyable.

I have a 19 inch CRT monitor, and I find that 1024 x 768 is the max resolution that I can play with. Anything higher and the text is too small and/or the proportions are wrong. What resolution do you find best?
I have a question about continued espionage spending. Once I have reached the highest level of information about another civilization, can I turn espionage spending down to zero and continue to get information about their future researched techs, or do I need to continue spending in order to get that future information? Can someone explain how influence starbases work? Do they 1) create their own influence, 2) magnify influence of planets within their zone of affect, or 3) both. At first I thought it was number 2), because their influence is expressed as a percentage bonus. But when I look at the detail screen of a planet within an influence starbase's zone of affect the influence starbase was not listed as affecting that planet.
