I find that the orbital terraformer is useful when going taking over enemy plants which don't have the tech to open up the spots. Furthermore, it saves me time on my planets on which there is little production base (say, if I have a research colony.) To make the guidbook more useful, it'd be cool to have anomolies spawn or go through the galaxy (say, an asteroid, which moves pretty fast so there's an element of luck to picking up on it, and
