I just finished this campaign. The only way to win this one is to make 3 Constructors and 2 Transporters. Buy each one per turn. Forget about everything else in the game. Just make these ships. Use the Constructors to increase your Influence next to your borders so you can take you ships to that Planet you need to conquer and win the game.
