Agreed. Cheats kill games. Cheats destroy good games and Cheats make multiplayer in particular particularly annoying. Look at what happened with BF2 and Unreal Tournament. Auto Aimbots and Spawnkilling and general Exploit Abuse killed all the fun of trying to be the best on game ranking servers. These games used to be fun now you can count on half the anonymous players to be cheating. What fun is that?

Personally, I think starbases should be proactively able to attack any enemy ship within their sensor range. It seems the only practical use for them since otherwise their only purpose is a bonus to friendly passing ships. I'm playing a massive universe all the way up the tech tree and the cost of upgrading starbases with 1hp constructors outweighs their usefulness. How far can starbase attacks reach? I built a mega starbase with a hugh influence sphere over two planets I own and the Iconians sent in a troop module to attack one and never had to fight the starbase. Whats the point of building a hugh starbase like that if the enemy can slip right on by it's range without even fighting it? It cost billions of credits and many many turns to get it that powerful

When options are given to you your alignment should still shift back and forth which determines how those you govern or in your sphere of influence react to you. I have no problem. I made an alliance with someone of total opposite alignment. The key is to study diplomacy trade and social things that benefit their economy. Soon when a larger force attacks theirs, they'll come begging for help and jump at the chance for an alliance. If their society is much stronger than yours, don't expect them to ally with you- instead you should be prepared for an attack.
Did you bother to check your population? Less population means less production. If you're attacking planets with troop ships that are large you can reduce the population of your planet down to nothing. Even with all the infrastructure built a small population will have a hard time keeping up production levels on a large planet. I had the same thing happen, Nvida 5800. Didn't do anything special. May have been low ram, happened after about 500 turns. Though it wasn't recoverable I was still able to save the game, so it's not a major bug.
