I've returned the game to the store, luckily I could get my money back, they could understand that there was no way I was going to pay for a game where you can't even load and save whenever you wanted. Ok, an example of how this bug screws up the balance of the game for me (or other slow players): one of my tactics is to make sure my pop always grows, but having too large pops on certain planets is not smart. So different planets have different pop-caps. To relocate the pop too planets with a higher pop-cap, planets near borders for invasion troops or planets with lots of economy boosting improvements for example, you need ships. However,

You forgot one more item. The AI has to do all that FAST. Not many folks would like waiting 5-10 each turnn on the AI! I wouldn't mind waiting that long if I knew it meant an AI being able to actually beat me, maybe a setting how much time you give the AI (instead of the suicidal level) is possible s
Another confirmation of the same bug here. Exactly as ChojinXYZ has described. I've just updated with GalCiv2_10X_BonusPack_030806.exe and it still happens.
