How do i change windows to use English (US) regional setting.

Hi there i have i very wierd problem with my copy of GC2 1.4x. when i build my own costume ships every thing is going ok but when i save it and returns to the ship builder my ship is missing several parts that i used to build it with even weirder is that i can still build and use the ship even fight with them but i cant see the weapons or several other part that i placed in the ship.
