You can do the opposite aswell sell very powerful shield techs for example and reasearch Mass driver/missile weapons. Although I've found that the AI underuses defence until late in the game. I completed this mission on beginner last night. I decided after about the 4th restart to go for a technological/star base victory on this one. Not really a victory condition as such, but it can give you a large military advantage within the limited area of a built up star base.
