Im having the same problem. I think it happened because I lost a planet and now my two remaining planets have a gap between them, where ships built from section 1 are in section 2. The button just disappears. I tried saving and reloading, and the button reappears, but pressing it does nothing. I was using Beta 3, and updated to Beta 4 to see if that changed anything.
