What about some sort of ICBM? A suicide ship that can make only one way trip but does a huge damage. It could kill most of the planet's population and destroy fleets but it would hurt relations severely.

I build a manufacturing capital on a bonus tile +100% but it seem as if bonus was not working. Why? Don' t the super projects use bonuses?
