Yes, this happened to me a couple of days ago exactly as described. Massive disc access after clicking DONE and then a crash to desktop.

I just started the main campaign. However, despite being friendly with the Altarians, they insist on putting 2 influence stations next to my main planets. Surely that's going to be harmful? I was tempted to declare war, remove them, and then pay for a ceasefire. All my planets were under Altarian influence. With friends like that, who needs enemies???
