It's a Barton 2500 with a Geforce 3... Can I run the game with all settings on 'lowest'?

It's an older Barton 2500+ with a GeForce 3... Can I run the gave with all settings down low? I've been able to run GalCiv2 and the Rome: Total War games with no problem. I know I am behind the times here, but I have not invested in computer stuff in quite some time.

I just got the game a few days ago, and I have been using the Terrans... I cant really get my economy going. My planets dont make much money, and my spending is always high from improving the new planets. What am I missing? I cant make more than a grand a turn.
