Here is the thing, if I remember from GC1 clearly, your population isn't your 'actual' physical population on the planet, but those who are willing to pay taxes, that's where the number comes from. So... higher approval generally means you're doing a better job, and the economy is stronger so that more people are willing to pay taxes. That has happened to me as well. The best thing to do is to save, reload a few times and the game figures it out after a few turns and a few saves/reloads.
Or if you're very evil, you can set all your planets around the sun to be 72, the max number of tiles. Then you don't even have to colonize! You can sit there with your 5 super planets and dominate the entire galaxy.
The computer builds starbases two parsecs away instead of three. Just annoying really, when I like to surround my home planet with a series of starbases...
You probably need the .shipclass and the related *.shipcfg file. If you have similiar names, remember the hull you used, Stardock employs the filename to help differntiate between hull types, for example the file name beginning with S4 is probably a 'huge' hull.
