Modifying the prefs.ini seems to have worked for me. Dark Avatar now loads up and I can start a game. I haven't tried playing for very long, but it's looking promising.

I've just installed Windows 7 64-bit and have noticed that the mouse wheel does not work when using GalCiv II Dread Lords. I just played a game where the Terrans had just researched Beyond Mortality and had just begun reasearching Technological victory. I traded a high level weapons technology to the Terrans for the Beyond Mortality tech and then cranked my research sky high. I ended up winning, but it really shouldn't have happened. I'd think that the computer players should be smart enough to see that coming and prevent it from happening.
I am also voicing my support for a multi-player expansion.
I have the latest upgrade from the stardock central program (1.0X.010) and I still get crashes when I invade a planet. I have the game set to save after every turn so I don't lose much time in that case and after a reload the invasion hasn't ever crashed yet. The following is my system info from the debug.err.
