Intel intergrated graphic sets DO NOT support hardware T&L for DX 9.0c (which is one of the requirements of the game). That is why the D3D call did not clear, and therefore the program was terminated.

You have a seriously outdated video card. I'm surprised that GeForce 3 can be updated to DX 9.0c. It's not easy to set-up and run a modern game with a 64 MB GF3. Plus, Compac's are known for having compatibility problems with many programs, due to the highly proprietery nature of their systems ( custom chipsets, intergrated graphics and audio, etc.). Choice #4- Make and send COPIES of CDs back to seller and mail ORIGINALS with all pertinent info to authorities for prosecution. Why would you buy this game off E-Bay when there are plenty of REPUTABLE dealers selling it? E BAY does NOT make any gaurentees whatso ever about the authenticity or validity of the products sold on their site. I would also notify EBay about what is going on (after you get your money).
Something I have noticed is to be careful not to build too many factories. Remember, they cost you credits every turn, even if their not doing squat. I try to build at least one Econ. center for every factory I construct to offset the increased budget cost. As far as pop. growth goes, one VR/MM center is sufficient per farm (w/o tile impro.). So most of my planets look like this (PQ 12-17): 2-3 Factories 1 Starport 2-3 Reasearch
People should give Brad and his team major kudo's for being as responsive and communicative as they are. I have been playing this for three days with the reasearch set to 'fast' , and it still takes seemingly forever to reasearch anything. This is especially frustrating when you don't know what exactly what they do, how 'nesessary' they are, and what exactly they lead to. I really like this game, but I really feel that the tech-tree/reaserch line isn't well optimised. They should have included something to allow more lines of research. Maybe so
