I figure that any race that surrenders due to war or what not is more likely to surrender to the most popular race.

Why isn't there a way to decommission Capital structures? Or even upgrade the tile to another structure? I once accidently built a capital on a tile that gave a bonus to research, and I wanted to relocate the capital to another Tile to take advantage of building a Research facility on the bonus tile, but no luck. I've noticed that when a ship that say, does missile damage, fires on a ship that has no point defense, but has shield defense, the attack will still register as a zero, meaning it was fully blocked. Does this mean that all defenses still offer resistance to non-designed types of attacks? If so is there anywhere it's listed in a numerical form?
