Minor races shouldn't be useless meaningless races. I remember in many GalCiv1 games where a minor races or two became a major power, both militarily and trade wise. Although they didn't go about invading planets, nobody dared to invade them because they were strong. I dont know about not invading planets. I was playing today and had a race
