Actually, if teh Drath and you are allied and the UP resolution 'allied starbases benefit allied planets' is passed, they keep the benefits of the eco starbases, but you get to pay for their maintenance... What's the use of an economic starbase for you if it is far away from your planets? apart from the little influence gain, i think you've been had.
those rangers would be extremely powerful if there was chokepoints... but everyone can go around those slow ships, and they are always too late in battles. I don't think they are too powerful... I wish that by scrapping them one could get a random precursor tech (old days with an old game, when my titans and battle stars with gravity beams were full of space marines, all ready to raid inside the ships from Antarès)...
some systems ought to have monsters guarding them... so as early in the game it is dangerous to send a ship in space in the unknown... seriously, I don't bother making scouts, I send colony ships patrolling the galaxy from the beginning, and I use the flagship to scout the anomalies... the cost of a colony ship vs the chance of capturing a new planet before the AI does makes the day. I focus on engine first, and i try to have cheap sensor fighter in my fleets (with no attack, no defense, but sensors) so it is never attacked. this way I can see far away, and can close on my preys quickly. I have seen one event selectively nasty to Evil civ's: it was a united planets resolution 'do you agree to cap trade routes for Evil civs to 2 routes only?' Maybe the same can occur on Neutral and Good civ's, so far I have not.
Another good thing with these way points is to get to see where ships are flying (a blue dotted line indicated the ship's path), this way if there is an incorrect click, we don't get to have a fleet sent to the other corner of the galaxy.
maybe it's got nothing to do with it, but there are export regulation rules as well... remember the ps2, it was supposed not to be sold to people in Iran, Cuba, etc... since it was said to be used for guiding missiles. never heard that sort of crap about PC's.
