Questions about downloading in Galactic Civilizations II GalCiv2 Forums

Hi there, i just found out about this game recently and it sounded pretty awesome so i was hoping to download it. I was just hoping to ask a couple of questions before i spend $45 on it. Does downloading the game give you access to the collectors edition downloadable content?
