Click on the planet that is building a ship and you should see a picture of it on the bottom. Then click on the build ship button below that image and scroll up to "build nothing". I also had a little problem with that in the begining and ended up with way more ships of a type i didnt want.
I have a 7800GT but for a game like this the graphics are not what drew me in at all. StarCraft is still one of my favorite games and you can run that from almost any comp made in the last 7yrs. I dont know what this game would look like on a low end card but other than some textures i dont see much most other would be missing.
It's been in numerous reviews that there is no multiplayer but stardock or the galciv modder community could possibly make a multiplayer for it or an expansion pack later on. Even then the computer is usually pretty good and you can crank it up or tone it down to whatever you prefer.
