1) Capitol Improvement Problem: If player is working toward the building of a capitol improvement on a planet (tech, manufacturing, economic) but comes to control another civ's planet with that improvement already in existance, he can no longer build his own since cannot build another once one exists and capitol improvements cannot be demolished (for some reason that eludes me).
