Influence starbase and Neutral tech in Bug Reports GalCiv2 Forums

I don't seem to get any influence bonuses for influence starbases, even after adding lots of starbase mods. I checked details of the planets within range, and it would show econimic starbase modifiers, but no influence starbase modifiers. Also, when I went neutral and researched the neutral research facility (something like that, forget exact name, it's along the research building lines) it didn't appear to have any actual use. A
