Move one tile up/down or left/right, then attack from a different tile. I had a similar problem in my second game. My fleet refused to attack from the tile I was on (it displayed an automove tag instead of attacking). What I did was move my orbiting fleet from the right, to above the planet and was able to attack the planet once I moved off that tile.
