If you change your spending settings the turns till finished couter won't be updated untill the next turn. So if you have a tech that'll take 6 weeks to finich and then set all your colonies to research it'll still say 6 weeks to go, but next turn you'll see you only have 1 or 2 weeks left on it.

The order of release was bonus pak, CE, patch so it's probably best to install in that order. I did, works fine Edit: When I posted this there were no other replies but it took an age to appear here, now I just look redundant
