I play at 'intelligent' so even the full AI makes this 'mistake'. I don't know whether it has huge 'leases' on ships or buildings or it is fleet maintenance cost(or a combination of both), which create the large drain on their economy. If fleet maintenance is the problem, the AI needs to get rid of a portion of it's fleet. This can be done by scrapping ships(which the AI raraly does, if ever). Or sending them into combat, thus getting rid of them and giving its enemy a bloody noose.<

I think the AI's response to a galactic economic boom is a bit careless. It frequently happens that there is a economic boom increasing the tax revenue of all races. The AI usually uses this extra weath to build ships/buildings (mostly ships i think) and thus increasing its maintenance costs. For as long as the economic boom lasts, that's not a problem. However, when the economic boom is over the AI players are usually left with more expens
I never escort my transports. The AI makes no effort whatsoever to put sensors on its ships. So even if the AI designs ships which are fast enough so intercept my transports (which they don't), they still won't be able to intercept them since they don't see them coming.
Last game the UP passed a resolution that raised the constructor base speed to 3. Instead of having my constructors having a base speed of 3, their speed became fixed to 3 parsecs/week regardless of extra engines. So my 'fast' constructors with 4 impulse engines (which should move at 9 parsec/wk) move at 3 parsec/wk. I think what should be happening is that my constructor should be able to move 11 parsec/wk (3+2+2+2+2).
Also had that problem. The only thing that you can do now is having another major power take them out. I am also unable to put a trade embargo on minor races.
