I have a save game file for the post-conquer population explosion glitch. I've reproduced it three times so far. Go ahead and conquer the Dregnin homeworld with Information Warfare. Each time I've conquered it it has had it's population explode to ~4 million billions. It takes some luck to win the battle and I had to load the game a few times to conquer.
